The Multilateral Organisation Performance Assessment Network (MOPAN) is a network of like-minded donor countries that jointly conduct an annual survey of multilateral organisations in developing countries. Current members are: Australia, Austria, Canada, Finland, France, Germany, Ireland, The Netherlands, Norway, South Korea, Spain, Sweden, Switzerland, and the United Kingdom. The Survey is based on the perceptions of MOPAN member embassies or country offices, arising from their day-to-day contacts with multilateral organisations.
In 2009, MOPAN adopted the ‘Common Approach’ which is a new methodology broadening and extending the reach ot its annual assessments (conducted since 2003). The CA is an annual assessment of a selected group of multilateral organisations in several developing countries. It collects data through a survey and a document fact check. A new element of the survey is that it includes questions to be answered by direct partners of each MO being surveyed.
last years survey, 2009, was carried out in nine countries. Four instituitions were surveyed in this first year of the CA: African Development Bank; United Nations Development Programme; United Nations Children’s Fund; and World Bank.
One of the main aims of the Common Approach is to support dialogue between MOPAN members, multilateral organisations and their partners, with a specific focus on improving organisational effectiveness over time, particularly at country level.
The country reports that will be published have the potential to contribute significantly to this objective. Such dialogue, if well facilitated, with clear objectives and projected outcomes could lead to better trust between development actors at country level. By the same token, badly run processes could reinforce existing relationship dynamics and at worst contribute to a deterioration in relationships and trust.
The MOPAN group of donors asked Involve to prepare a guide for MOPAN country staff and their partners in the country about how to design and run an effective dialogue that will build relationships, trust and potentially contribute to the development of mutual accountability. In addition, Involve staff were available to provide mentoring during the design and the delivery of country dialogue processes.
