Help us find inspiring examples of open local government

Tim is director of Involve. He took over leadership of the organisation in January 2017, having previously led Involve’s open government programme and the UK Open Government Network (OGN).

Involve is working with the Council of Europe to develop a report on open local government. We are looking for inspirational examples of local governments embedding open government initiatives and reforms, and are particularly interested in case studies from Council of Europe member states.

The report will be structured around a simple framework based on the different functions of local government. We’re looking for an inspiring case study to illustrate each element of this framework:

  1. Open local budgeting – initiatives or reforms that open up how local government collects, budgets and/or spends public budgets (e.g. open budget data, citizen budgets, participatory budgeting, etc.)
  2. Open local contracting – initiatives or reforms that open up how local government commissions or procures infrastructure, goods and services (e.g. open contracting data, co-commissioning, etc.)
  3. Open local elections – initiatives or reforms that open up local government elections (e.g. polling data and information, candidate transparency requirements, election information, etc.)
  4. Open local lawmaking – initiatives or reforms that open up how local government makes and implements laws, bye-laws and regulations (e.g. open council sessions, public consultation, etc.)
  5. Open local policymaking – initiatives or reforms that open up how local government makes and implements policy (e.g. access to information, public engagement, etc.)
  6. Open local public service delivery – initiatives or reforms that open up how local government delivers public services (e.g. service charters, open outcomes data, co-production, community development etc.)
