Involve and the Participatory Budgeting Unit were commissioned by the Arts Council to explore the impacts of participatory budgeting on the arts. The aim of the project was to understand how participatory budgeting affects funding decisions about arts and culture and to explore the potential of using participatory budgeting methodologies for increasing public involvement in arts funding in the future.

The project ran between December 2008 and March 2009. It focussed on a small number of case studies of participatory budgeting pilots that have involved funding decisions about art and culture. The definition of art used for this project was very broad and included art exhibitions, literature, street arts, carnivals, theatre, live music events, dance, crafts, bands, amateur drama, children’s music groups, etc.
