This briefing paper explores the potential of the European Citizens’ Initiative (ECI), to be launched on 1st April 2012, which allows one million EU citizens from at least seven EU member states to invite the European Commission to propose new legislation. The Commission doesn’t have to oblige, but it must explain its actions in a public hearing with the ECI’s organisers.
In this short briefing paper, Involve’s European Public Engagement Advisor, Janice Thomson, discusses some of the possible scenarios from the ECI, and argues that everything possible should be done to make it a success. While the Initiative could be a welcome step in the right direction, we still have a long way to go to create a more democratic Europe.
