Turkey: stakeholder engagement in strategic planning of public institutions

Past projects

Involve is working with TEPAV (Economic Policy Research Foundation of Turkey) and the Turkish State Planning Organisation (SPO) to deliver a project promoting public engagement in strategic planning and policy making. The project is funded by the Foreign and Commonwealth Office through the British Embassy in Ankara and is part of Turkey’s EU accession negotiations.

The overall objective of the project is to enhance the capacity of the State Planning Organisation (SPO) to guide the strategic direction of the government and help develop the capacity of public institutions to implement more effective stakeholder and citizen engagement in the strategic planning process.

The project has three interlinked phases:

1. Scoping Study in Turkey

From 18 – 24 October 2010 Involve carried out a scoping study in Ankara examining the quality of stakeholder engagement in strategic planning in policy making of public agencies. The report will focus on the state of affairs of stakeholder engagement in strategic planning, strengths and weaknesses of the current systems and recommendations for improving towards better stakeholder engagement, accompanied by best practice examples from the UK.

2. Study visit in the UK

From 6 – 10 December 2010 a group of 10 delegates from SPO and other central government departments came to London for a study visit, with the aim to learn from the British governmental and nongovernmental experience on stakeholder engagement in developing public policies. Involve started of the week by introducing the delegates to the basics of public and stakeholder engagement in the UK. The rest of the delegates were presented with a varied programme, including visits to the Home Office, Department for Work and Pensions, National School of Government, Sciencewise-ERC, Department for Business Innovation and Skills, the Hansard Society and the British Council. On the last day of the visit Involve organised a workshop to reflect on the week, give a short training to the delegates and to lay the foundations for the training of trainers programme to be delivered in Turkey early 2011.

3. Training of trainers in Turkey

Involve is designing a training of trainers which will be delivered in Ankara addressed to strategy development units in selected institutions, with the aim to build capacity around stakeholder engagement practice. Based on the outcomes of the scoping study and the UK study visit the training will be tailored specifically to the needs of the Turkish context.
